SMS Webhooks not being delivered

Resolved

SMS related- and GSM network registration webhooks were dropped from 14-02-2023 13:04 UTC to 17-02-2023 13:23 UTC where a fix was deployed. The disruption was due to a botched update of the system handling those events.

Note that it was exclusively webhooks of the following types that were affected:
- "sms"
- "usage-sms"
- "network-registration" in the cases where the "network_type" was "GSM"
