Message deliver down for /messages

The system handling the delivery of messages send to devices via the /messages API endpoint was down between 11:30 UTC and 16:00 UTC.
Messages send during this time was cached and attempted to be send when the service got back up, but if the device is no longer online delivery will have failed with notice in the error log.
